BERGEN COUNTY, N.J. — NJ Transit’s announcement last week of its plan to close the Atlantic City rail line for five months starting in September is the latest blow to the statewide public transportation provider. The agency has been plagued by years of neglect, poor management and lack of funding. Difficulty hiring and retaining qualified employees has caused deterioration in service and safety that’s frustrated its riders and drawn the scrutiny of elected officials.
