NEWARK, N.J. — As NJ Transit’s Board of Directors added another $37 million to the $300 million plus contact with Parsons Inc. to deliver the troubled Positive Train Control program, officials said they were confident the agency will meet Dec. 31 federal deadline to have the system up and running.
