WASHINGTON, D.C. — A deal to fund the U.S. government through the end of September released late Wednesday will not include any directed funding for building a new rail tunnel under the Hudson River connecting New York City and New Jersey. “On the Gateway tunnel, there is no earmark for the project in the bill. Funding for the project will be at the discretion of the Trump administration,” Doug Andres, a spokesman for House of Representatives Speaker Paul Ryan, said.
