CHATTANOOGA, Tenn. — Norfolk Southern Railroad will pay a $60,000 fine for damages caused by a deliberate spill of diesel fuel by a contractor last January. According to an investigation by the Tennessee Department of Environment and Conservation, about 2,700 gallons of diesel was dumped into Citico Creek as a holding tank was being repaired at the Debuts Railroad yard in January.
