NORMAL, Ill. — A federal official supporting the proposed underpass in uptown Normal learned firsthand the value of the project. While visiting Uptown Station to go over plans for the underpass, Ronald Batory, administrator of the Federal Railroad Administration, found himself in an interesting situation when he stepped off an Amtrak train.
