WILLISTON, N.D. — North Dakota is keeping its vapor pressure requirements for conditioned crude oil at 13.7 psi but is changing the frequency and the timing of testing to when companies are more likely to struggle with meeting the requirement. Instead of quarterly tests, industry will be required to conduct two tests annually, both in colder months, when the state’s standards are more likely to be missed. One test would be between Oct. 1 and Dec. 31, and the second between Jan. 1 and March 31, with at least 30 days in between.
