NORFOLK, Va. — Most mainline operations in the area that was hit with a winter storm over the weekend have been restored. Power outages and downed trees are impacting local operations along some branch lines, particularly in West Virginia and other hard hit areas; local service in these areas is being restored as quickly as conditions allow.
