BLACKSBURG, Va. — Improvements to the Shenandoah Valley’s Norfolk Southern rail line will mean a boost for industry and more frequent waits for motorists at railroad crossings, government officials and business leaders agree.

The improvements are part of Norfolk Southern’s Crescent Corridor project that, over several years, would straighten curves, add signals and build passing lanes and double tracks to allow more train traffic.
