NEW YORK — Wrapping up its investigation into five accidents on Metro-North tracks, the National Transportation Safety Board issued 17 recommendations to boost safety, many of them aimed at identifying and treating the sleep disorder that played a role in the fatal derailment in the Bronx last year.
