LA CROSSE, Wisc. — President Barack Obama on Friday signed rail safety legislation sponsored by Wisconsin Rep. Ron Kind. The bill, known as the RESPONSE act, establishes a national committee of emergency workers and technical experts from government agencies and the private sector to advise Congress on the nation’s needs for responding to an oil train disaster.
