BROWNSVILLE, Texas — The Obama administration dedicated something unique Tuesday along the U.S.-Mexican border: the first new rail crossing in more than a century. The line is designed to speed delivery between Brownsville, Texas, and Matamoros in the Mexican state of Tamaulipas. It’s part of an overall effort to expand trade between the United States and Mexico.
