INDIANAPOLIS, Ind. — The head of the National Transportation Board said this week that the nation’s railroads pose a catastrophic threat to the U.S. population. It was a point underscored in Indianapolis on Tuesday, when a train carrying nuclear waste crashed into a truck loaded with pineapple on the city’s east side.
