COLUMBIA, Wash. — On average, more than a million barrels of oil a week was shipped by rail into Washington during the fourth quarter of 2017, a slightly lower volume than the year’s previous three quarters, and the majority of it rolled through the Columbia River Gorge and Vancouver, according to a new report by the state Department of Ecology.
