SAN FRANCISCO, Calif. — The San Francisco Chronicle published an opinion column by Thomas J. Umberg, Chairman of the Board of the California High-Speed Rail Authority, on August 14. In it, Mr. Umberg writes that the California High-Speed Rail Authority is on track to begin construction of their ambitious and much needed project next year.
