BERGEN COUNTY, N.J. — The best alternative is to build new tunnels, then repair the old ones to handle the increased rail traffic from NJ Transit and Amtrak. These new Gateway tunnels have been described by some transit officials as the most pressing infrastructure project in the United States right now.
