LACROSSE, Wisc. — The rumble of coal trains, familiar in the quiet neighborhoods of La Crosse, are now joined by the sounds of Burlington Northern Santa Fe’s mile-long oil trains. But a proposed oil pipeline vital to a growing U.S. economy languishes in Washington, D.C., while waiting approval by the Obama administration.
