NEW YORK — On April 7, the Portland Planning and Sustainability Commission (PSC) narrowly approved an amendment to the environmental code that would allow Pembina Pipeline Corporation of Canada to bring mile-long propane trains from Alberta over 1,000 miles of tracks to Portland, OR, for export to Asian markets — every other day and, eventually, every day for the next 30-plus years.
