KANSAS CITY, Mo. — In one head-splitting example from 2004, customs and border agents missed finding 82 pounds of drugs on their initial sweep of a Mexican train at the Calexico border crossing. But after a Union Pacific security officer and a federal immigration agent spotted the marijuana on a follow-up inspection, the government still fined the U.S. railroad $655,215.
