PHILADELPHIA, Pa. — How do we know when people value something? Answer: They use it. By this measure, the Southeastern Pennsylvania Transportation Authority (SEPTA), the commuter rail and public transportation provider for the greater Philadelphia region, is something of great value. Unfortunately, this vital backbone of the community faces stark fiscal challenges.
