HALIFAX, Nova Scotia — Amid the aftermath of the terrible carnage this week in Boston, I am once again surprised, and grateful, for one thing — the fact that it doesn’t happen more often. This column is not meant to give any ideas to the truly depraved among us. Instead, I am questioning why security is so lax along some of the most well-travelled routes in the United States — commuter rail lines.
