PITTSBURGH, Pa. — Pennsylvania and Norfolk Southern Railway are finalizing an agreement for several hundred millions of dollars in rail and station improvements over the next five years that will clear the way for a second daily Amtrak trip between Pittsburgh and Harrisburg.
