WASHINGTON, D.C. — U.S. railroads have agreed to change some procedures as a result of the 2012 Paulsboro derailment that caused a vinyl chloride spill. The railroads have agreed to rely solely on the federal Emergency Response Guidebook and to remove any other materials that offer different information. Such a provision was included in legislation introduced by U.S. Sen. Robert Menendez (D-N.J.) and Rep. Donald Norcross (D-1st Dist.) in response to the accident.
