HARRISBURG, Pa. — In a rare and abrupt turnaround, the state House on Tuesday approved a $2.3 billion transportation-funding proposal that had failed only 24 hours earlier. Among other provisions, the proposal would raise about $475 million for mass transit systems, such as SEPTA.
