CHICAGO — When does a debacle involving 40,000 gallons of crude oil spewing into the ground, perfuming the air with noxious odors and unnerving nearby residents, seem like a blessing? When it’s not the worst-case scenario. The Canadian National Railway tank cars that derailed June 30 in Plainfield didn’t explode. No one was injured. And the DuPage River wasn’t contaminated.
