PORTLAND, Ore. — Developers see opportunity for oil trains to start unloading large volumes of crude from Canada and the United States in Portland. The Port of Portland is interested, too. But the port, which owns four industrial terminals on the Columbia and Willamette rivers, said Tuesday it won’t allow any oil train projects to be built until numerous safety concerns are addressed, something the agency doesn’t expect for a year or more.
