JACKSONVILLE, Fla. — As the rail industry moves to mimic CSX’s operating model, shippers are calling foul — arguing with the company’s numbers and asking for more regulation. “Fundamentally, this is a situation of one dominant party that enjoys a clear monopoly over its customers, using that power position to take advantage of the customer,” said Ben Abrams, CEO of Scrap Resources Inc., a scrap recycler in Central Pennsylvania.
