CHARLESTON, W.Va. — Three years after a CSX train carrying crude oil from North Dakota to Virginia derailed near the Fayette-Kanawha county line, the federal government has proposed a settlement with the company. CSX Transportation has agreed to pay $1.2 million in federal penalties and $1 million into West Virginia’s water quality management fund. CSX will also pay $500,000 for a state Supplemental Environmental Project — an upgrade to the Kanawha Falls Public Service District’s water treatment facility.
