SPRINGFIELD, Ill. — Springfield could see a decline in Amtrak passenger rail service if Gov. Bruce Rauner’s proposed budget cuts are approved, according to an interest group representing rail and mass transit. Illinois faces a $6 billion budget deficit for the fiscal year beginning in July. The governor’s proposed budget would slash Amtrak’s appropriations from $42 million to $26 million.
