WASHINGTON, D.C. — Long after most of its customers have gone home, Metrolink, the Los Angeles area’s commuter rail line, sends one of its passenger trains out into the night on a lonely mission. The train is mostly empty, save for a few sandbags stacked on board to approximate the weight of human cargo. There are no riders.
