CUMBERLAND, Md. — The Presidential Emergency Board appointed by President Barack Obama to review a national freight rail labor dispute began taking testimony from rail companies and the 11 labor unions fighting with the corporations. And the message from the unions is clear: health care costs shouldn’t be further shifted to workers, and a raise for workers is in order because railroads have been enjoying some of their highest profits in decades.
