WYOCENA, Wis. — It’s spring and that means Norfolk Southern Railroad is holding Amtrak’s Wolverine Route hostage to speed — rail speed, that is. You see, like one of Pavlov’s dogs, they have learned they can get what they want if they say “tracks are not safe beyond 25 mph.” Last year they did it for a section of track west of Kalamazoo and the State of Michigan helped with a $4.9 million grant. This year the stakes have been raised.
