WASHINGTON, D.C. — Regulators have mandated a new electronically controlled braking system that would prevent — or lessen the severity of — train crashes. The railroad industry calls the requirement a classic example of regulatory overreach. Lawmakers responded to the industry complaints by requiring a pair of new studies that could delay the regulation set to take effect in 2021.
