CLEVELAND, May 22 — In the May 18th Federal Register, the U. S. Department of Transportation (DOT) announced Docket Management System (DMS) service disruptions would occur May 25–29 for paper filings and again June 13–17 for electronic filings, while it relocates to its new address.

This move will affect those persons or entities that intend to file cases or documents in Administrative Hearings or in Rule Making Cases for all DOT Agencies. Exceptions to this are for filing at the Surface Transportation Board and at the FRA Locomotive Engineer Review Board.

The present facility will be closed to the public from Friday, May 25 through Tuesday, May 29 and will reopen to the public on Wednesday, May 30. During this period, to submit public docket material for rulemakings, adjudications and other matters, members should use the DMS website, http://dms.dot.gov.

The DMS website will be taken off-line from Wednesday, June 13 through Sunday, June 17 and will be available again for electronic filing on Monday, June 18. During this period, to submit public docket material, members should file same via mail or hand delivery to the DMS’s new address.

The Federal Register additionally states, if a deadline for submission or a need for an emergency filing occurs during the time frames stated above that the DMS is closed, then, generally, time periods or due dates will be extended from May 30, 2007 and June 18, 2007, when DMS operations resume. These time periods of closure and computer inaccessibility will be considered “holidays” for purposes of procedural rules. Persons filing emergency applications or other such documents who have questions about the timing of filings should contact the appropriate DOT agency for specific information about deadlines and/or extensions.
