DICKINSON — Several North Dakota residents urged regulators to deny a permit for a rail facility Wednesday, citing concerns about increased oil industry development near Theodore Roosevelt National Park. Andeavor proposes to expand its crude oil terminal near Fryburg to also load natural gas liquids onto rail cars, a change that requires the North Dakota Department of Health to revise the facility’s air quality permit.
