(The Transportation Communications International Union (TCU) issued the following news release on August 25.)

ROCKVILLE, Md. — Following action by the Union’s Executive Council on Wednesday, August 20, Transportation Communications International Union President Bob Scardelletti announced that key leadership changes will be taking place at the end of the year.

International Secretary-Treasurer L. E. Bosher has announced his plans to retire on December 31, 2003 from the post he has held since May 1998. Originally from Richmond, Virginia, he began his rail career with the Seaboard Air Line Railroad in 1959. He first was elected Local Chairman of Lodge 441 in 1966, later becoming System Board 3 Assistant General Chairman, then Vice General Chairman and, in 1975, General Chairman. In 1981 he was elected a Trustee of the International Union and in 1983 he was elected an International Vice President. At the time of his election as IST he was TCU’s senior International Vice President and top administrative officer.

Elected to succeed him is Howard Randolph, Jr., International Vice President and National Legislative Director since 1993. Charged with overseeing and coordinating the work of TCU?s Legislative Department, he also has directed the Union?s international affairs efforts, working to build ties of solidarity with transport workers throughout the world. Randolph started out with the New York Central in 1964 in his hometown of Cleveland, Ohio. A long-time activist who rose rapidly through the ranks, he was first elected Local Chairman of Lodge 1097 in 1975, later holding a variety of positions at System Board 86 until his election in 1987 as General Chairman. At TCU’s 1991 convention, delegates elected Randolph to the International Union’s Board of Trustees, the post he held until being elected an IVP in 1993. Randolph will assume the duties of International Secretary-Treasurer effective January 1, 2004.

Filling the vacancy created by Randolph’s election, System Division 250 General Chairman Dan Biggs, a member of TCU?s Board of Trustees since 1998, has been elected International Vice President effective January 1, 2004. He started out with Amtrak in 1975, serving as District Chairman, then as Vice General Chairman and General Secretary-Treasurer/VGC of the System Division until his 1991 election as GC.

Elected to fill upcoming vacancies on the Board of Trustees are Allied Services Division President Ted P. Stafford, System Board 106 General Chairman John Lydon and System Board 96 General Chairman David L. Steele.
