PROVIDENCE, R.I. — In the $8.5-billion budget he unveiled last week, Governor Chafee proposed asking voters in November to approve $275 million in borrowing for new state and local projects — one of the largest requests in Rhode Island history. Chafee, a Democrat who is not seeking reelection this year, has proposed four separate ballot questions: $125 million for the University of Rhode Island, $75 million for environmental initiatives, $40 million for mass-transit development and $35 million for arts and culture projects.
