SASKATOON, Sask. — Two years ago, an empty rail car detached from a string of cars in Saskatoon’s Sutherland neighborhood and rolled for a kilometer and a half through two public crossings in the east-side suburb. The Transportation Safety Board says this highlights “that current defenses are not sufficient to reduce the number of uncontrolled movements and improve safety.”
