NEW YORK — In a joint move that highlighted growing concerns about the safety of crude oil transportation by rail, officials from the United States and Canada issued a series of recommendations on Thursday, including that oil-laden trains avoid populated and sensitive areas. The recommendations, by the National Transportation Safety Board and the Transportation Safety Board of Canada, follow several catastrophic accidents and derailments of trains carrying crude oil in the last year, including one that killed 47 people last July in Lac-Mégantic, Quebec.
