ELMIRA, N.Y. — Last November, a single rail car tumbled into the parking lot of the Hilliard Corporation in Elmira, but nobody knew about it. Norfolk Southern didn’t notify local law enforcement of the accident and legally, it didn’t have to. While the rail car was only hauling sand, Senator Schumer says, it could have been anything and he is taking action.

“I’m calling for new federal standards that require rail companies to simply pick up the phone and notify first responders and local officials as soon as a derailment occurs,” said Senator Schumer.
