WASHINGTON, D.C. — The mayor of Minoa, frustrated with persistent village flooding that he blames on clogged CSX Corp. drainage ditches, has turned to U.S. Sen. Charles Schumer for help dealing with the freight railroad. Mayor Richard Donovan said nobody from CSX has responded to his complaints, nor will the railroad allow village workers onto its property to clear out the drainage ditches.
