BERGEN COUNTY, N.J. — U.S. Transportation Secretary Anthony Foxx wants to get a new tunnel under the Hudson River built and Governor Christie wants a solution to delays plaguing NJ Transit, according to Sen. Cory Booker, who has been acting as a go-between and trying to get them to meet.
