CHARLESTON, W.Va. — On the day that Charleston’s Amtrak station became unstaffed, U.S. Sen. Joe Manchin, D-W.Va., announced Thursday that he has amended the 2018-19 federal transportation appropriations bill to mandate that Amtrak employ at least one station agent in each state that it serves.
