WASHINGTON, D.C. — A Senate committee approved passenger rail legislation on Thursday that would add new safety requirements for Amtrak and commuter rail systems in response to last month’s deadly Amtrak derailment in Philadelphia. Under the bill railroads would have to establish speed limit action plans that include surveys of dangerous curves, and would have to meet new signage requirements. Federal regulators aren’t sure if they have legal authority to order those steps, and the Senate bill would eliminate that uncertainty.
