PHILADELPHIA, Pa. — By settling on a two-year contract Friday instead of a five-year pact, SEPTA and Transport Workers Union Local 234 gave themselves — and their one million daily riders — a reprieve from a strike. But after nearly a year of negotiations, they left the thorniest issues on the table.
