WASHINGTON, D.C. — NRECA and other customers of freight railroads say federal regulators should step up their data collection from the nation’s rail carriers to get a better handle on potential service problems. In a December 23 filing with the Surface Transportation Board, the shippers laid out a series of proposals they say will help identify how well the railroads are transporting coal and other commodities.
