WASHINGTON, D.C. — A quarrel between the House and Senate over union organizing by airline and railroad workers could lead to a shutdown of the Federal Aviation Administration.
Republicans have inserted language into a long-term FAA funding bill that would make it more difficult for airline and railroad unions to organize. In other words, the Republicans want to overturn a National Mediation Board rule that was passed last year, which allows union elections to be determined by a simple majority. In the past, employees who didn’t vote were treated as “no” votes.
