CLEVELAND, Ohio — Passengers sitting on the tracks one recent morning near an idled Lake Shore Limited train in Cleveland had a lot of time to kill. Their eastbound train was late getting out of Chicago Union Station and pulled into Cleveland about 3½ hours after its scheduled arrival of 5:35 a.m.
