St. Louis-area residents who protested oil trains say Union Pacific targeted them

ST. LOUIS, Mo. — For decades, a gentlemen’s agreement of sorts existed between the Union Pacific Railroad and those who live along its tracks in the Holly Hills neighborhood, residents say.
