SYRACUSE, N.Y. — When state and federal officials visit Syracuse on Wednesday night, they’ll ask for public input on five alternatives for building a high-speed rail line across Upstate New York. Those options would cost an estimated $1.7 billion to $14.7 billion, depending on how fast the public wants the trains to move.
