CHRISTIANSBURG, Va. — Montgomery County officials say they will seek to block construction of a new Norfolk Southern rail yard.

The county supervisors said in a statement Tuesday they plan to file a lawsuit challenging the constitutionality of using state tax money to build the private intermodal yard in their locality.

Chairwoman Annette Perkins says board members are upset that the state has ignored their concerns that the yard would harm quality of life in the rural community of Elliston.

The state is expected to spend $40 million to build a connector highway and assist Norfolk Southern with development of the yard, which will handle containers that can be transferred among trains, ships and trucks.

State and Norfolk Southern officials were not immediately available for comment.
